Abstract

This interactive workshop will provide highway agencies with practical approaches and strategies to embed resilience into their asset management plans (AMPs).

The workshop will begin with two expert presentations: one on the impacts of extreme weather events on transportation infrastructure and adaptation strategies for enhancing resilience, and another on strategies for incorporating resilience considerations into AMPs. These presentations will set the stage for a hands-on exercise where participants will assess and address real-world asset vulnerabilities under specific disruption scenarios. Examples of these scenarios may include landslides triggered by heavy rainfall blocking critical highway corridors or urban flooding leading to major highway closures and severe traffic disruptions.

Participants will be divided into small breakout groups of 6 to 8 members and tasked with developing resilience strategies for the scenario provided from an asset lifecycle perspective (encompassing materials, design, construction, maintenance, operations, rehabilitation, and replacement). They will then align these strategies with key sections of an AMP (inventory, condition assessment, performance measures, lifecycle planning [LCP], risk management, financial planning, and investment strategy development). This process will help identify data needs to flag critical and vulnerable assets and corridors using the agency’s asset management system. Additionally, it will enable the comparison of LCP strategies based on benefits and costs from a resilience perspective, support the development of maintenance and operations plans for critical assets, and inform investment strategies that balance resilience considerations with funding constraints.

By the end of the workshop, participants will have developed a better understanding of actionable strategies for integrating resilience into asset management. Strategies will consider key trade-off considerations and approaches for effectively communicating their proposed plans to upper management and decision-makers. Transportation professionals will leave the workshop equipped with the knowledge and tools necessary to proactively address infrastructure vulnerabilities in the face of increasing extreme weather-related risks.
