Countermeasures for Speed Management at Intersections and Pedestrian Crossings

The objective of speed management at intersections or pedestrian crossings is typically to slow speeds sufficiently in advance that a driver is able to stop or yield in time and/or to slow speeds to protect pedestrians, bicyclists, or other vulnerable road users.
This toolbox summarizes intersection countermeasures that are intended to encourage drivers to slow as they approach an intersection or pedestrian crossing. They may also improve stopping behavior and gap acceptance. However, intersection countermeasures whose primary purpose is to address those two metrics are not included.
Note: The below countermeasures are ordered to be the lowest cost to highest cost from top to bottom.
